This issue seems to be isolated to my __Seagate Free Agent Theater+__ (FAT+) but I wanted to pop it up for discussion.
For many months I have noticed British avi's displayed pulsing, uniform, vertical lines during playback.
A few days ago I grabbed MCEBuddy (and contributed). I converted an HDTV .wtv to .avi -- first with zero, and then +100 quality. Both displayed the lines with equal brutality.
I am kind of partial to my FAT+ I am wondering . . .
* if others have seen this problem
* if I'm not holding my tongue right
* if there a setting I have not discovered

Also is it possible that it your playback codec that's causing hte issue? Have you tried playing it back on a different computer using a different codec (e.g. Panasonic codecs are known to have this issue)
