Sorry, I'm having the issue with encoding failure with files with unicode file names again using the 2/18 build. Please view the enclosed Logs for details.

Try this.

Open command prompt, once it's open Right click on the Title and goto Default. Then goto Fonts and select Lucidia console.

Now close the window and reopen another command prompt, ensure that the font has changed (by default).

Now run the conversion.
