Only way I can think would be to place two checkboxes in the GUI (one for do archive, one for don't archive) that basically says "Whatever you choose here will take precedence over whatever is selected in the global settings".
I've also thought about instead of having "places to watch" and "things to do", you might be able to create a chain... "Here's a place to watch, and here's what I want you to do with the stuff there", "Here's another place to watch, and here's what I want you to do with the stuff there".
So that instead of going through and having to manage filename match lists on both the locations and on the actions, I can select a directory or set of directories, then set an action I want to take place on files that match.
The difference would be that I would select the Conversion Task inside the Monitored Location.
Just a thought...
