Sorry I wasn't able to follow up on the orginal issue in a timely manner.
I will post my log file and config file (dfkimbro.zip) on the issue ticket as well. Note that I upgraded to version 2.3.15 and the issue still exists.
You also asked for email settings...they are below except for username and password. Username and password do not contain special characters; only letters and numbers.
SMTP server name: smtp.comcast.net
Port: 587 (provider recommended with no SSL; also tried port 465 with SSL which was the other recommended port, and port 25 which provider no longer supports for email)
SSL: off (tried both on and off for all port settings)
Username: tried both username (without domain) and and email address (with @domain.net) Password: password was input correctly
From and To email: set to same email address as username and password above
