Created Unassigned: Encode Error with Files with Unicode Names [1791]

I get an encoding error whenever I try to encode a file with a Unicode file name. I'm having the issue with a Japanese name:

未来世紀ジパング【知られざる親日国スリランカ！急成長…その裏には？b】 - 2014-01-13.ts

You can see where the issue occurs in the log file by searching for ".ts"
