I just installed 2.3.15. This version solves a lot of issues I saw in 2.3.13 like not been capable of reducing significantly the size of wtv to wtv files.
However it does not pick up new files from the watched directory. I need to add the files manually to the queue.

Thanks for reporting. This has been fixed in the new 2.3.15 build
